Unable to enable Groups & Sites for Purview

Hello everyone,

despite the usual steps, Groups and sites in a label are not being activated, we tried both:

Set-SPOTenant -EnableAIPIntegration $true , waited several weeks then Execute-AzureAdLabelSync waited a few days and still nothing happened. When running the get-spotenant it says that "EnableAIPIntegration" is true... 

I am not sure what further steps I can take to get this option enabled. 

Utilized admin has global admin rights, the tenant has activated E5 licenses (assigned to users already), the admin did not have a license (but the users did) so we assigned the admin a license just in case and reran the queries... basically starting to do steps that usually are not required just to get the option activated.
