I found a solution that worked (2024) - the best response here did not.
After clearing cache, data, uninstalling, restarting and reinstalling several times I continued to get the ''Sorry..." message on one Notebook.
The solution that worked for me was:
1. After reinstall of OneNote, go to HOME tab
2. Open a note from the offending Notebook.
3. After several minutes it opened the whole Notebook (the one that had the Sorry error message before)
The fact that the Home tab knew of recently used files suggests a failure in the App Cache and Data Clearing routines, as they were 'remembered' by the apparently freshly installed app.
Hope this helps others.
