Yo can access to the solutions gallery by typing the solutions gallery url in the browser: https://<YourDomain>.sharepoint.com-/sites/<GroupName>/_catalogs/solutions/Forms/AllItems.aspx
Then you will see the gallery, but without the options to upload a solution so you will be forced to use PowerShell to load your WSP in the gallery

I tried this using Install-PnPSolution and got the same permissions error. Microsoft wants us to use Groups. Wants us to spin up sites this way but does not give the tools to even slightly improve productivity.
