SharePoint Online (o365) and publishing local content

Greetings, I'm looking for a secure and flexible way of publishing on-premises content on SharePoint online webpages.

The thing is that this content will come from monitoring and reporting tools.

Is publishing possible without creating technical service account in Active Directory for those purposes?

If this kind of account account must be created, what are minimal permissions that must be assigned?

I was reading about technology like Webhooks, but this works rather for SharePoint pushing data instead of receiving data.
