SharePoint Online - External Sharing, licensing

With an E1 (or any of the E plans) you get unlimited external sharing, so you won't have any limit there.
As far as employees, even if they don't have a company email address you still need to license them. "An external user is someone outside your organization who can access your SharePoint Online sites and documents but does not have a license for your SharePoint Online or Microsoft Office 365 subscription.
