Running engagement surveys through M365 without buying another tool?
HR asked me if we can run quarterly employee engagement surveys using our existing M365 stack. We have E3 licenses. I tried setting up something with Forms but the analytics are super basic and theres no way to track trends over time or slice by department without a bunch of manual Excel work. Before I go back to HR and tell them we need to buy a dedicated survey tool, has anyone gotten something workable going with just M365?

Yes, you can build something workable on E3, but it's a project. Forms for collection, Power Automate to land responses in Dataverse or a SharePoint list, Power BI on top for trends and department slicing (department data either via a form question or via a Graph lookup against Entra ID). Works fine once it's built.
If you do indeed decide to integrate tools, you can actually consider ones that keep you in the same ecosystem, without having to open a separate app. Viva Glint is a great option. Another great option is Teamflect. It’s third party but really doesnt feel like it as it fits natively into Teams. We’ve had some luck bothways but decided to go with a third party tool like Teamflect because we needed some of its other features too.
Take a look at Viva Glint. Here's one of their built-in templates:
