retention policy and legal hold, which will prevail?

using retention policy, If we decided to retain only for all mailbox to have 2017 emails to be retained and the rest older than that to be deleted.

1. if all mailbox are in legal hold, will "deleted" items deleted by retention policy still be discoverable?

2. retention policy and legal hold, which will prevail?

Legal hold prevails until it’s removed. So things won’t be removed whiles it’s on.
