Restore csv excel file with formatting

I would like to find out if there's any way to recover an excel file with formatting that are wrongly save as CSV format.

The original raw file is a CSV format but had save colored cell fills in it that is really important. When I re-open the file, the cell fills are gone. I need the colored cells to appear.
