resize and arrange Excel sheets within same worksheet

This could be overcome by choosing the "Open In Excel" option if you have access to the desk top app. Unfortunately much of the functionality of Excel is not available via the web version.

I do not use Excel in a browser, only the full desktop version, which I subscribe to. Any ideas?
