I'm a little bit confused as to what you're asking, but I'll take a stab.
If you move from First Release for the entire tenant down to Selected Users, the services will still be the same but the availability of those features under First Release will only be visible to the selected users - not everyone else.

My questions is if a user has created content in a first release service and then the user is deactivated from this service and finally again attached to the service, is the content still there?
A sceanario could be a user has used Microsoft Teams under first release, where he has created channels, tabs and posts in several teams, what happens when the process above is carried out?

Content always remains intact. The only thing that people loss when they revert from First Release to Standard Release is access to specific functionality that is limited to First Release users.
