Converting E1 Users to E3

Agree with Nuno and Vasil...I have done this operation several times and the key, as mentioned above, it's to the license change at the same time
I have to agree too. Don't go for two steps, not only it will give you unexpected issues, but it makes your work double. The admin panel is capable of handling the license change process in one go.
