Publishing Editor rights on O365 Public Folders not working

I have multiple users in my environment for some reason when I give them Publishing Editor rights on a specific Public Folder it does not allow them rights to do everything they should be able to perform. Example: User creates a calendar item, but when it is created, it is a folder, not a calendar. Then that user cannot delete the new folder that was created. However there are other users I can give Publishing Editor rights to that some PF and they have no issue. I have compared every single attribute between the two different mailboxes and users and found no difference. The only way it will work is I am stumped. I have put in a support ticket, but thought I would post here as well.
