Check the entire mailbox. Get-MailboxFolderStatistics <usermailbox> -FolderScope RecoverableItems | FL Name,FolderAndSubfolderSize,ItemsInFolderAndSubfolders.
Once the RecoverableItems or Purged has reached 100GB unfortunately you may need to ask the CEO to create a pst file and backup all important emails, Then you need to give him a new mailbox. Not sure if MS engineers are aware of this, but that is the only solution.
Even if the Inbox can be 1GB and the Purged or Recoverable is 100GB there is no way out other than building a new mailbox.
