Outlook always prompts for password but login windows not loading
any known issue?
There's a known issue caused by the incompatibility between how Windows and Office handle modern authentication, affecting recent W10 versions with Office 2016:

I just started getting this issue yesterday. I closed all apps, rebooted, shutdown and still the same issue. I resolved the issue by start/settings/accounts/Access Work and School and disconnected my Work account. Then opened Outlook and got the prompt screen. All is back to normal now.
I don't know what caused the issue - my account was coming up to 90 days and yesterday I started to see the prompt to change my password. may or may not be related.
