Outlook Account

My girlfriend outlook (hotmail) account has been blocked, for suspicious transaction.  We have been trying to unblock it since a week without any success.  And trying to contact for support seem impossible with Microsoft.  Every time we are trying to fill the unblock form, we get a refuse email, we don't understand why.  Can some on
