Outlook desktop signatures live locally on each user's machine (%APPDATA%\Microsoft\Signatures), not centrally in Exchange or Microsoft 365, so there's no admin command that pulls them all at once. At 1,500 accounts, extracting them means a GPO logon script or Intune remediation script copying each user's signature files to a central share, doable, but a real project, and only a point-in-time snapshot since users can change theirs right after.
If this turns into a recurring audit rather than a one-time check, worth considering Sigsync Office 365 Email Signature instead, centrally managed signatures pushed from one place, synced with Entra ID, so there's nothing to individually collect or re-check later.
