sorry to bump this again, but blame Google if you want. I was having the same exact issue as described in the original post (Outlook 365, the email client not web app, was out of sync with the server), and what ended up solving it for me was to https://support.microsoft.com/en-us/office/switch-from-working-offline-to-online-2460e4a8-16c7-47fc-b204-b1549275aac9. If anyone else runs into this issue, see if you have this feature enabled (apparently it's easy to accidentally enable, so easy that I'm not sure how I did it) before proceeding.
