OneNote breaks if I move it onto an external display

Had this exact same issue a few weeks ago after a Windows update. Try this: close OneNote completely, then go to Settings > Display and make sure all your monitors are set to the same scaling percentage (like 100% or 125%). The app freaks out when theres a mismatch between your laptop screen scaling and your external monitors. If that doesnt fix it, try resetting the app through Settings > Apps > OneNote > Advanced Options > Reset. That cleared it up for me.
