One way you can do to block OneDrive access to users is by using Group Policy settings. Here's the link for detailed instruction: https://support.microsoft.com/en-us/help/3117548/how-to-block-onedrive-use-from-within-office-365-proplus-and-office-20

Yes, In theory, during deployment or by reconfiguring the client with the ExcludeApp element in the configuration:
<ExcludeApp ID="Groove" />
<ExcludeApp ID="OneDrive" />
Not sure how effective it is though. Use the new Office Customization Tool to exclude these options if needed and use alongside these instructions - Overview of the Office 2016 Deployment Tool.
- Marvin OcoSteel Contributoraside from the OneDrive app in ODT, can we block the access of onedrive in web portal or at least do not issue the onedrive license?
- Rob EllisBronze Contributornote - If you don't issue a OneDrive license, but you do issue a SharePoint license, the user will automatically be given access to OneDrive anyway.
A method of preventing the onedrive being created (along with other great information) is explained here - https://www.penthara.com/blog/what-no-one-tells-you-about-disabling-onedrive-for-business/
