Office 365 plans for Communication sites

Yes it's a standard feature, so it shouldn't be restricted by licence, meaning Communication sites should be available to any plan which comes with SharePoint such as E1, E3 and E5, as well as the standalone plans. This link shows exactly which plans come with SharePoint - https://technet.microsoft.com/en-us/library/office-365-plan-options.aspx.
Just to add, the Communication sites rollout is ongoing, so not all users will have access to it yet.
