Office 365 Company Custom Theme Logo and Background Image Dimensions
You can certainly upload one, but the results will hardly be pleasing as the image will be cropped to that size.

Thanks VasilMichev...Actually, we have found that uploading larger images work better than if we try the dimensions specified. Particularly, the background image. The background image with required 1366 width only works better on a small screen like laptop but doesn't scale well for a larger screen like laptop. Hence, our desire to upload a large background.
However, the question is if we upload larger images now, would be in any trouble later on e.g. If Microsoft changed the theme options or started enforcing the both size as well as the dimension settings.
To be safe, even though loading bigger images meets business requirements today, I am advising business against it.
What would you suggest?

Gurdev Singh We're having specific problems right now with the background image because of the search bar in the modern SharePoint layout. I'm going to end up removing it completely.

Jason E. Heiser Good idea, that's what we ended up doing. We removed the background image completely and now only use the background colour. This is lot less maintenance rather than keep trying to get the background lining up perfectly.
We also had Microsoft support acknowledge some issue on their side about how top suitebar was being laid out.
Overall, not using the background image is a wise idea or may be limit its usage to special occasions e.g. if business wants to add some festive flair by adding Christmas theme background over the holidays.
