The advice is generally to stick with the 32-bit version of Office unless you have specific workloads that can benefit from the 64-bit version as described https://support.office.com/en-US/article/Choose-between-the-64-bit-or-32-bit-version-of-Office-2dee7807-8f95-4d0c-b5fe-6c6f49b8d261. For day to day performance, I'd be surprised if you'd noticed much difference with the 64-bit version.
If Outlook is performing poorly, I doubt it's anything to do with the architecture of Office and I'd look more at general performance troubleshooting steps.
