The issues seesm to be resolved now. I'm now seeing:

Hi all! Short question. We have an E3 plan tenant and First Release. But we don't have the option to check the "Send a weekly email digest of my messages". It's not even there. Anyone has an idea what this could be? Thanks!

It shoud appear normaly, I advise to create a support ticket on Office 365 to raise this problem.
- I think is being rolled out...I don't have it too, but I'm receiving the weekly e-mail
