In talking with support, and stepping them through the issue and capturing all network traffic they are treating it as a bug, and have sent it to engineering to look into.
If any of your users are complaining that they cannot search, put in a service ticket.

More info: Currently, the maximum number of search results is 25; however, the expected maximum number of search results is 250. While we're focused on remediation, users may be able to further refine their search strings, if possible, to be more specific or users may be able to use the Outlook client as potential workarounds. Current status: Our investigation determined that a recent update to the environment exposed a defect in an internal code compiler. We've developed a fix to restore service and we're preparing to deploy it to the affected environment. Scope of impact: A few customers have reported this issue, and our analysis indicates that a subset of your users may be impacted. Start time: Friday, May 5, 2017, at 7:42 AM UTC Preliminary root cause: A recent update to the environment, intended to increase the scope of results to include groups, exposed a defect in an internal code compiler.
