New App Launcher Inconsistent Availability

Our tenant has the new app launcher available for all of our apps, but when I go to the PowerApps/Flow Admin Center, the available app launcher is still the old version with the big tiles. How come this inconsistency exists? when will the app launcher update make it into PowerApps/Flow?
