Modifying Outlook Email Encryption Options
I'm trying to modify our existing Outlook email encryption options a bit, and I cannot find where this is located anymore on the admin side of things. How/where do I find the admin portal that manages this list?:
I'm accessing this list by opening a new email > options > Encrypt

Those are RMS templates. The former two are "standalone" and not connected to sensitivity labels, whereas the latter two correspond to sensitivity labels.
What exactly are you looking to modify?

I used to be able to view the entire list of these encryption/labels. Now I have no idea where this is located in the Microsoft365 suite. Where can I go to view this list and make changes to what is displayed to the end-user?
You can view the list via the Get-RMSTemplate cmdlet. For the templates linked to labels, you can also use the Purview portal, where you can also work with the label policies responsible for publishing said labels. For the Encrypt only and Do not forward templates, there is no matching label to work with, so if you want to restrict access you have to rely on client-side settings, see for example https://learn.microsoft.com/en-us/microsoft-365/troubleshoot/office-message-encryption/disable-encrypt-only
