Yes, you need to activate it on a per user basis. But you should be able to use powershell. See https://technet.microsoft.com/en-us/library/dn771770.aspx

I believe the PowerBI Addin in Excel has "replaced" by the separate PowerBI app (look for it in the Windows Store). Therefore you need PowerBI licenses as mentioned above. Office 365 E1 and E3 come with the Free Version of PowerBI while other bundles like E5 come with the PowerBI Pro license.
