Missed Data Residency Option Change...
I reckon you would need to pursue this via a service request enquiring about this situation or via whatever Microsoft reps or partners you may have. The documentation is pretty clear though, no exceptions are made after the deadline but who knows if there is any wiggle room.
I don't know if it would help but check out the new multi-geo capabilities, not sure if this would be a sort of alternative (I https://youtu.be/9t1-7Q2k3KE?t=9m40s) but it depends on what you are after.
We don't use/ have a Microsoft Partner or Rep.
