I don' t understand what you mean by "to the cloud (exchange 2007)".
Have you looked into the FastTrack program, see http://fasttrack.microsoft.com/

Hi Dean,
The on-prem environment is Exchange 2007. Just edit the message to be clear.
I've been looking at the fasttrack path and there i found that i must do a cutover migration. But this isn't possible while there are existing users in the online tenant that will cause an error.
So i'm now looking at a methode to migrate the mailboxes to an existing user in the cloud. So far i know i can't also use the staged migration because that need an hybrid identity.

They don't have using Exchange Online. Only Sharepoint (OneDrive), Sway and Yammer
