Microsoft Stream

We are looking at using Microsoft Stream instead of Dropbox to help control permissions on videos. We started uploaded videos and then created a direct link to the video. I tested it out, and was hoping the link would just bring the user to a login page, they would log into Office 365 and then the video would show and play, but instead it sent them to the Stream page, I had to click sign in, and then it wanted to walk them through the setup of their Stream account. Are viewers of videos also required to have a license and setup an "account"? Is there a ay to achieve what I want?

To help with the end part of your question, Stream users are indeed required to have an appropriate Stream licence, either via their Office 365 plan or standalone licence, to view videos, see here for specifics - https://stream.microsoft.com/en-us/documentation/stream-license-overview/.  For more specific questions you might want to check out the dedicated community space as well.

By the way, I think Ciam is correct and even the viewers will need a proper license to access to Stream contents
