To help with the end part of your question, Stream users are indeed required to have an appropriate Stream licence, either via their Office 365 plan or standalone licence, to view videos, see here for specifics - https://stream.microsoft.com/en-us/documentation/stream-license-overview/. For more specific questions you might want to check out the dedicated community space as well.
