microsoft outlook 365 - missing emails

my husband has been using outlook 365 but emails are somehow being saved to the cloud and not in his outlook. The problem is that when he doesnt have internet access he cant access old emails. Is there a setting I can change so that they save in the program and not in the cloud? thanks
