Microsoft 365E3 -15% Promotion

I would like to know how the 15 % discount is calculated on the 15 % promo available for M365 E3? In the FAQ it says that the 15 % is calculated of the net partner price. Does this mean, that the promo is deducted on the Cost Price for the Indirect Provider, and then they have to give the discounted amount to the reseller/end customer? If so, it is not 15 % for the reseller/end customer, but 15 % discount to the Indirect Provider. Or, will the MSRP price be deducted by 15 %. Can someone please clarify?
