"Microsoft 365 Audio Conferencing" license - Should this not be assigned to users who have E3 or E5?

Hard to tell what is allowed/disallowed in O365 as far as redundant licensing or what is included in licensing. Since I can't expand a license anymore in O365 I can't see what's "included", so lo...
