Lost Command Labels on Quick Access Toolbar

I don't see the "Coming Soon" button in any application other than Outlook. I've followed the regedit steps as well, and I still don't have command labels or the option to enable them.

please read the previous comments:

if you can't find the horn, you can try search "new features" or "new experience" in Help, if it is unsuccessful, check your Excel (or Office app) version - it must be 365 with no subscription issues.
