Lockbox and mixed licensing

I know how lockbox work so don't post the video link.

What i want to know

In a mixed mode licensing environment where I've E1, E3 and E5 susbscription under one tenant. I want only certain Admins to give access to approve lockbox to MS Engineer. If I've 10 Admin then only 4 would be able to approve those request. can it be done ? And the engineer will be fixing the mailbox who are using E1 subscription. can it be done?
