- i think if you use the information barrier in Microsoft preview you can prevent communication between users under one tenant. check out the below document.

yes you can define for example group to users from domain A and group of users from domain B

At the moment we have E1 Basic and Standard Office 365 licenses, do you know what the cost increase would be to use IB for the whole tenant?
