Licence requirements for tenant guests to declare records

Hi all,

I am trying to confirm if guests are required to have the same licensing as native tenant users - where the same actions are performed? I assume the genral rule is yes? IOW is a licences is required to access features in M365, regardless if the user is native to the tenant or a guest?

In particular I have  use cases where the guest may wish to declare a file as a record or access/exploit  some of the other non-admin based features in E5 or Microsoft 365 E5/A5 Info Protection & Governance Licence addon or E5 Compliance add-on etc.
