Hi all, Apologies for the delay in replying. It looks like most of you have managed to turn on To-Do in your Admin Center now. We're sorry for the technical issues you experienced. If you are still having issues then please double check here to check that your tenant is supported—https://todosupport.helpshift.com/a/microsoft-to-do/?p=all&s=account&f=administration-of-to-do-in-office-365&l=en. Education accounts aren't currently supported in Preview. Unfortunately I can't give you a timeframe for that yet.
Our webapp still doesn't support work accounts. However, we are working hard on fixing this.
Let me know if your Tenant should be supported but you still can't access To-Do. If you have managed to access To-Do then we'd love to hear your initial feedback.
Is it also possible to enable this feature for just a few users in a tenant?

Hey Adri, No, unfortunately not. You can only turn it on for everyone.- Robert WoodsMay 22, 2017Iron Contributor
Unfortunately, the web app doesn't support Work or School accounts yet. We're working on it!
When will this be fixed? Sorry but its kind of silly to announce a product when you cant even log into it yet Polly Davidson...

Hey Robert, it is currently in Preview, or public beta, across both Personal Microsoft accounts and O365. Unfortunately we had some last minute issues on web with O365 which we're working through. However, if you would like to try it out you can use your personal Microsoft account instead. It should also work on iOS, Android, and Windows.

Perhaps not a perfect solution, but you could try using a personal Microsoft account to see how it works first. We're available across all app stores for consumers and the core functionality is the same for consumer and O365 at the moment.
