Introducing Microsoft To-Do—now available in Preview
It seems the announcement was potentially premature as the service isn't working as advertised yet, even though it's in preview form:

Hi Loryan Strant, NunoAriasSilva - per the conversations in the comment section of the official Office Blog announcement, it sounds like the team is in the process of rolling it out and it’s taking a little longer than expected. I would refer to the blog post for an official answer.

Hi Maddie_Egan. The To-do Preview is now available in the Services and add-ins module of the Admin Center.
However, after turning it on it and saving the settings, I open it again and it's set to Off.
Is anyone else experiencing the same?

Two minutes ago experience
1) Turn on, save, returned back - grayed
2) Click again, Turn on, save, ~1 minutes waiting - red message Unable to update
3) Click again, Turn on, Save
Returned back to the menu - it is On now! We have to be patient...
Didn't check with the client so far.
UPDATE
Installed the client (Desktop), connected to business account, no problem

Same for me too. Switches off again after saving.
