Integrating Microsoft teams with LTI Moodle

I bought a business account on Microsoft and I'm trying to achieve what in this article :

https://docs.microsoft.com/en-us/microsoft-365/lti/teams-classes-meetings-with-moodle?view=o365-worldwide but when I signed up to  https://lti.microsoft.com/ it said authentication failed any ideas to solve this issue
