If Function

I am trying to write a formula for a cell using the if function.  Is there a way to assign a value to a cell between 2 numbers?  Ex =if (P4 is between .1 and 13.5,"0", if(p4 is between 13.6 and 27,"1"))  I would like to nest values into 1 formula just don't know how to use the proper syntax for "Between" 2 values.
