How to Use Visio Draw in India

hi, 

My office has a paid version of MS 365. I want to add in Visio Plan 2 in my official registered email Id but I am not able to. Either

a. add ins (the trial version) does not work 

b. If I want to pay and use, the purchase gets failed. 

What can I do about it?
