The Power BI mobile layout cannot be published directly using the “Publish to Web” feature. Mobile layouts are specifically supported within the Power BI mobile applications and through embedding scenarios using Power BI Embedded. To make the mobile view accessible via the web, the report must be embedded with the Power BI JavaScript API (powerbi-client), which provides support for rendering the mobile layout.
