How to automate phishing report and send result to a personnel via email?

You can go to Create Schedule > Customise Schedule > Add Email Recipients, but if I recall correctly (maybe someone else can verify) you can only add users from your tenant. You can't even add Exchange Online contacts. You can, however, add shared mailboxes, which if you add a forwarder to would give you a free way to achieve this.
