How to allow Outlook add-in?

Hi,

My user wants to install a third party Outlook Add-in and he got message "Office 365 has been configured to prevent individual acquisition of Office Add-ins".

I wonder if there is a way to allow specific user to install specific third party add-in and how?

Please help!
