Guest users inheriting their licenses from their "parent" -tenant?

Hello community,

This is my first post here so I hope I chose the right board to reach the relevant expert to answer my question. I'm about to get a guest user in another tenant that is created for my current account with an E3 license. The question is that, does the guest user inherit the license from my current account in the org of my guest user? Would I be able to use a Power App in Teams and log into the connectors such as Outlook, SharePoint, Dataverse...?

Also, would my guest user be able to access the Power Platform admin center and https://make.powerapps.com/?

What limitations does the guest user have generally in the new environment and does the licenses from the previous org inherit?
