Finding who a license is allocated to...
Sadly, no. Microsoft have chosen to leave licensing in a lucky dip state. Works just fine for larger organisations but smaller ones, whose approach to managing licenses will be more specific, aren’t catered for in this regard.
what if we keep 419 license freely available in subscription it should be remove that license only not for active user?
As per ms doc : You can't reduce the number of licenses for your subscription if all licenses are currently assigned to users. To reduce the number of licenses, first unassign one or more licenses from users, then remove the licenses from the subscription
Does it mean : If all 419 licenses from your expiring subscription are freed up (unassigned), Microsoft will Remove those unassigned licenses from the SKU pool. Leave all assigned licenses intact under the remaining active subscriptions of the same SKU.
