Failure of Excel to open older books

I have recently upgraded to 365 and tried to open a spreadsheet type which in the past opened from 'Downloads' without any problems.  I received an error message which read : the operating system is not configured to run this application.

I had a similar problem with 365 Word.

How do I change the configuration please ?
