External Sharing configuration, what is the best way to report a broken link for help content?

When configuring External Sharing on a SPO site collection, the dialog says "some sites in this site collection allow non-owners to grant permissions to files, folders, or sites and subsites without requiring owner approval. Learn more."

I remember when I first clicked on 'Learn more' (=+6 months ago) the help page was useful and I thought "what a good link, I should send this to my users that need to learn more about restricting sharing to people with the manage permissions permission".    Now however, the link loads a page titled "Use Office 365 SharePoint Online as a business-to-business (B2B) extranet solution" (https://support.office.com/en-us/article/Use-Office-365-SharePoint-Online-as-a-business-to-business-B2B-extranet-solution-7b087413-165a-4e94-8871-4393e0b9c037).

These errors are frustrating because fixing them doesn't seem like it should be technically complex, yet when I have pointed out broken links in the past they have stayed broken for many months.  It undermines my confidence in suggesting or reporting anything to Microsoft, even if it is only to improve their product.

I've wondered this myself, I frequently find Help links that do not go to relevant content

Anne Michels has some responsibilities for the feedback received from the link in the O365 Admin Center, but I have no idea if that includes feedback like this. Maybe she can point us in the right direction.
